CBBEL staff is very familiar with all aspects of the Phase I Project Development procedures, and most importantly, the critical path timing associated with successful Phase I Project Development that requires the preparation of an Environmental Assessment and Combined Design Report.  In this regard, CBBEL has proven knowledge and capabilities having successfully completed numerous Phase I engineering projects for IDOT ranging from simple intersection improvement projects to very complex interstate reconstruction and add-lanes projects.  We received the 2009 Exception Service Award from IDOT for the Phase I Engineering of Illinois Route 60 at Interstate 294 (PTB 127 - Item 11), Lake County in 2009.

One of the vital components to successful completion of Phase I Engineering for projects includes developing and implementing an effective public/stakeholder involvement program that not only encourages but actively seeks stakeholder involvement, and thereby achieves stakeholder consensus on a proposed improvement plan. Our staff has a wealth of recent experience with successfully developing and implementing public involvement programs for a variety of projects based on IDOT’s Context Sensitive Solutions (CSS) policy and/or utilizing broad CSS principles to aid in developing consensus amongst project stakeholders.
